The following link is from the MD Department of Natural Resources (DNR). Unfortunately, MD is not very off-road friendly. It's a little unclear to me how they define "off-road vehicle." I think they may be referring to vehicles that are strictly off-road and not street legal, which wouldn't apply to most of us. Maybe someone else can help me with this?

seems like they're saying it has to be a strictly off road vehicle going by the fact that you have to register it to be able to be in the parks. But it also says 4wd, trucks, cars, etc...

Hmmm...I think they're saying that even if your off-road vehicle is street legal, you must still register it again with the DNR if you want to take it on the trails. I don't think they're saying that street legal vehicles are not allowed on the trails. Their language is so confusing.
